Many Tuareg rebels and mercenaries returned to Mali heavily armed, destabilizing the region.<\/p><h3 data-start=\"1593\" data-end=\"1625\">2. <strong data-start=\"1600\" data-end=\"1625\">Mali\u2019s Crisis (2012):<\/strong><\/h3><p data-start=\"1626\" data-end=\"1799\">In 2012, Islamist militants and separatist Tuareg groups seized control of northern Mali. data-start=\"2390\" data-end=\"2465\"><p data-start=\"2392\" data-end=\"2465\"><strong data-start=\"2392\" data-end=\"2414\">Millions displaced<\/strong> across the region, triggering humanitarian crises.<\/p><\/li><li data-start=\"2466\" data-end=\"2550\"><p data-start=\"2468\" data-end=\"2550\">Armed groups now control <strong data-start=\"2493\" data-end=\"2514\">large rural areas<\/strong>, imposing taxes and extremist laws.<\/p><\/li><li data-start=\"2551\" data-end=\"2663\"><p data-start=\"2553\" data-end=\"2663\">Multiple <strong data-start=\"2562\" data-end=\"2580\">military coups<\/strong> (Mali &#8211; 2021, Burkina Faso &#8211; 2022, Niger &#8211; 2023) have weakened state institutions.<\/p><\/li><li data-start=\"2551\" data-end=\"2663\"><h2 data-start=\"3168\" data-end=\"3205\">Why Is the Sahel So Vulnerable?<\/h2><ol data-start=\"3207\" data-end=\"3611\"><li data-start=\"3207\" data-end=\"3279\"><p data-start=\"3210\" data-end=\"3279\"><strong Ahead?<\/h2><p data-start=\"4685\" data-end=\"4758\">Despite increasing violence, there are signs of <strong data-start=\"4733\" data-end=\"4757\">regional realignment<\/strong>:<\/p><ul data-start=\"4759\" data-end=\"5076\"><li data-start=\"4759\" data-end=\"4907\"><p data-start=\"4761\" data-end=\"4907\"><strong data-start=\"4761\" data-end=\"4794\">Mali, Niger, and Burkina Faso<\/strong> withdrew from ECOWAS to form the <strong data-start=\"4828\" data-end=\"4862\">Alliance of Sahel States (AES)<\/strong> \u2013 a new bloc focusing on collective defense.<\/p><\/li><li data-start=\"4908\" data-end=\"4982\"><p data-start=\"4910\" data-end=\"4982\">Talks of <strong data-start=\"4919\" data-end=\"4966\">recruiting Russian support via Wagner Group<\/strong> have increased.<\/p><\/li><li data-start=\"4983\" data-end=\"5076\"><p data-start=\"4985\" data-end=\"5076\">The <strong data-start=\"4989\" data-end=\"5006\">African Union<\/strong> is urging for deeper
